DFID is contracting UNOPS to carry out a "Field Office - Liaison and Monitoring" Project in close cooperation with DFID leadership. The DFID Field Office through UNOPS contributes to post earthquake reconstruction programming by providing political and social analysis as well as liaison and monitoring capacity at a district level to further DFID's partnership with the Government of Nepal on reconstruction.
To meet these objectives UNOPS is seeking applications from interested Nepali candidates for the following positions:
1. District Liaison and Monitoring Officer - up to 4 positions (Gorkha, Nuwakot, Dhading, Rasuwa)
The position of District Liaison and Monitoring Officer will be integral to the structure and performance of the Field Office. The position will support DFID's Reconstruction Team in achieving effective design and implementation of its post-earthquake reconstruction programming.
Major Responsibilities:
- Liaise with government and other stakeholders at both district and local level, representing the positions of DFID Nepal in the district as required, advocating on issues of importance to DFID Nepal as directed
- Actively update relevant authorities and stakeholders on progress of DFID-funded projects.
- Analise and report on operational space and political and social trends that impact on Reconstruction work
- Monitor DFID-funded projects and be an active recipient of feedback on DFID and partners' image and acceptance in the district
- Support partner organizations to achieve greater conflict sensitivity and adherence to Basic Operating Guidelines
- Monitor the progress of DFID-funded projects, including the completion of infrastructure reconstruction
- Provide support to UK Embassy and DFID visits, as required
- Other tasks as directed by the Team Leader
- Bachelor degree in political science, sociology, governance, development studies, conflict resolution and peace building, management or relevant field
- Master degree in a relevant field will be preferred
- At least three years' relevant work experience in development, governance, peace building, management, journalism or a related field
- Experience of working with, or in support of, local government as well as with marginalized and vulnerable communities
- Good understanding of development partnerships in Nepal
- Deep understanding of political and economic context and security issues in Nepal
- Willingness to accept, uphold and promote employer values, including zero tolerance of corruption
- Strong networking, communication, representation and negotiation skills
- Readiness to go on extended field visits in rural areas with simple facilities (up to 50% of time)
- Good level of English including demonstrated ability to prepare reports in English
- Effective use of IT, including relevant software (Word, Excel)
- Technical knowledge related to community infrastructure (WASH, roads and trails, energy) will be an advantage
- Experience of monitoring and evaluation will be an advantage
- Motorbike license preferred
- Preference will be given to qualified competent candidates originating from the same district
2. Office Assistant-Dhading
Under the guidance and supervision of the Team Leader, the Office Assistant will provide
reliable administrative services to the Liaison and Monitoring Field Office team. The Office
Assistant demonstrates a client-oriented approach, tact and ability to work with people of
different national and cultural backgrounds.
Major Responsibilities:
- Update and maintain office filling system
- Effective mail management
- Provide day to day administrative service to the office including maintenance of a stock control and supply system for all office consumable items, ensuring the proper functioning of office utilities
- Ensure cleanliness of office premises and refreshment for guest and visitors.
- Perform the function of receptionist
- Any other administrative tasks as and when required
- Completion of secondary education or equivalent
- 2 to 3 years of relevant work experience
- Working knowledge of written and oral English and Nepali language
